Comment: As a person who works in animal rescue, this would be of tremendous help when screening potential adopters. We don't want to rescue and rehabilitate pets only to have them wind up back in horrible situations. People who habitually abuse animals are able to do so because they have learned how to say all the right things and put up a good front in order to obtain them. Comment: I think that people who abuse animals should never be allowed to have any pets again. I use to have people living near me who would get their dogs removed because of neglect, puppies covered in mange and parisites. The pups and the mother dog would be picked up by the humane society, several months later they would have different dogs, few months later, more puppies. It seemed like it was a never ending cycle. Because these people always got pit bulls or pit-mixed dogs, the adult dogs were put down. Hows is this fair? from G.B./FL by L.

Comment: The (minimal) animal protection laws in place now are not enough of a deterrent. The penalties need to be harsher (felony) and strictly enforced. There is NO excuse for abusing an animal. Anyone who would purposely cause pain and suffering or death is as sick as a pedophile, it's just a different sickness... they can't be 'fixed'. Comment: A person that abuses an animal seems to recieve more jail time than sexual offenders / rapist. If they are a convicted felon they have to register anyway.
