Tropical Storm Bertha formed over the Atlantic Thursday night and is heading west-northwest.  It has winds of 45 miles per hour and is not forecast to become a hurricane. The storm is not forecast to move into the Gulf of Mexico.

Your Three Cents: Who do you think should run the Escambia County Jail, the sheriff or the county?

The public will get its chance to weigh in on the management transition of the Escambia County Jail.

The county will assume control of the facility on October first.
That comes after Sheriff David Morgan and county commissioners couldn't reach agreement on a budget for the sheriff's office.
A scathing Justice Department report earlier this year found numerous problems at the jail,.
Fixing them all would cost millions.
But commissioners balked at the sheriff's request for nearly 19 million dollars in additional funding.
Now, the transition itself could cost millions.
And the county is accusing the sheriff of being less than cooperative in the transition efforts.
A public negotiation session will be held tomorrow morning at 10 in the 4th floor training room of the Escambia Government Complex on Palafox Place.
