Uneligible people received over one billion in tax breaks by the IRS in 2011

Federal Investigators discovered the IRS handed out more than one billion in tax breaks in 2011, to people that were not eligible for them.

According to the agency's internal watchdog there's not enough oversight of something known as the 'general business credit.'
That's a tax break meant for businesses that make "public interest" improvements like installing wheelchair ramps.
The credits have no limits meaning some homeowners applied for the credit, and received tax breaks ranging from tens of thousands of dollars to ten million dollars. 

 "In fact, there were 22 individuals who filed the returns to get about ten million or more dollars in tax breaks."
