Congress to cut Food Stamp program by billions

A new deal in congress could cut food stamps by as much as 90-dollars.
The proposal plans to eliminate a "Loophole" helping more than 17-states give more generously to people with additional funding to help heat or cool their homes.
   
The Congressional Research Service says over the next 10-years food stamps could be cut by nine-billion dollars.
   
Critics say these cuts will hurt the poor.
